Executive Director

OUR SERVICES

Vancouver Island Counselling Centre for Immigrants and Refugees’ (VICCIR) principal activity is to provide mental health counselling services to immigrants and refugees living on Vancouver Island and other parts of B.C.​​


COUNSELLING

Our counselling services are grounded on the recognition that each individual is unique, and treatment plans are tailored accordingly. Cultural norms are respected as is the value of expressing oneself in one’s own language.

​If a counsellor does not speak a client’s language, one of VICCIR’s interpreters serves as a bridge, both linguistic and cultural.
 

​VICCIR’s objectives for all clients are to:

  • Reduce the debilitating symptoms of trauma

  • Increase personal resiliency and self-mastery required to improve quality of life, and

  • Assist and support immigrants and refugees to find within themselves an eagerness to participate in the communities that welcome each of them


This position reports to: Board of Directors


In this role you:

  • Set the vision and mandate of Vancouver Island Counselling Centre for Immigrants and Refugees (VICCIR) together with the Board of Directors

  • Oversee and manage all aspects of the work, lead, and manage the overall operations of VICCIR within the strategic vision, goals and objectives established by the Board of Directors

  • Ensure financial sustainability through development and execution of fundraising initiatives

  • Work closely with the various section directors to make sure that high quality of services are maintained

  • Provide direction to the Fundraising and Communication Coordinator regarding grants and newsletters to provide statistical and other information, as required to ensure financial performance, client satisfaction, effective service delivery, quality management, engagement, and growth within the community

  • Advise the Board of Directors regarding policies, operational issues, and organizational effectiveness

  • Research, develop, and present information, recommendations, and alternatives on a wide range of initiatives

  • Actively participate in related community activities, and initiatives

  • Lead, administer, and manage VICCIR’s operations within their strategic goals and objectives

  • Ensure effective financial administration and management with ongoing monitoring of cash flow to support growth and sustainability

  • Provide a comprehensive report to the Board of Directors at each Board meeting

  • Represent VICCIR by providing training, orientation, presentations, networking, and advocacy work

  • Attend meetings and conferences, as requested

  • Foster mutually beneficial relationships with partners and like-minded organizations

  • Orient and train other members of staff by providing representative work for VICCIR

  • Recruit Counselors, Interpreters, Supervisors, and other staff, as required

  • Coordinate the training and supervision of VICCIR Counselors and Interpreters

  • Provide overview and supervision to several of the Counselors

  • Provide Mental Health counseling when needed and associated tasks such as preparation, debriefing, note writing

  • Act as a signatory for VICCIR cheques, e-transfers, contracts, and other similar documents

  • Assist and support the Board of Directors in establishing and revising strategic goals and objectives as appropriate

  • Develop, implement, and consistently review operational policies, procedures, and practices to ensure they remain current

  • Act as liaison between the Board of Directors and Community Partners

  • Lead and provide direction to address complex issues and interpretation of legislative requirements, ensuring best practices are consistent and in compliance with business standards

  • Lead teams through transformative changes requiring fundamental shifts in service delivery practices

  • Provide input on the development of new projects and contribute to the oversight of related executions

1. Educational Background

  • Possess an advanced degree in Psychology, Counselling, Social Work, Public Administration or a related field


2. Leadership and Management Experience

  • Proven experience in leading non-profit organizations preferably in the mental health or immigrant/refugee support sectors

  • Strong skills in strategic planning, team management and program development

  • Experience working with diverse teams, including clinical professionals and interpreters


3. Fundraising and Financial Acumen

  • Demonstrated success in fundraising, including grant writing, donor relations, and securing funding from government and private sources

  • Proficiency in budget management and financial oversight to ensure sustainability


4. Cultural Competency

  • Deep understanding of the challenges faced by immigrants and refugees, including cultural sensitivity and awareness

  • Ability to foster an inclusive environment that respects diverse backgrounds and experiences


5. Communication and Advocacy Skills

  • Exceptional communication skills to represent the organization to stakeholders, donors and the community

  • Advocacy experience to promote mental health awareness and influence policy changes


6. Knowledge of Mental Health Services

  • Familiarity with mental health counseling practices, trauma informed care, and the unique needs of immigrant and refugee populations

  • Understanding of regulatory and ethical standards in mental health services.


7. Board and Stakeholder Relations

  • Experience working with a Board of Directors, including reporting, collaboration, and governance

  • Ability to build and maintain relationships with community partners, funders, and policymakers

Manager of
Community Services

This position reports to: Executive Director

​

BASIC PURPOSE

The Manager of Community Services will play a vital role in supporting Vancouver Island Counselling Centre for Immigrants and Refugees VICCIR by providing social work services, coordinating volunteer programs, and managing outreach and advocacy initiatives. This position requires a compassionate, organized, and detail-oriented individual to oversee client services, volunteer recruitment and training, project coordination, and community engagement.


RESPONSIBILITIES AND ACCOUNTABILITIES

1. Social Work

  • Screen and process social work referrals

  • Contact clients and schedule appointments for social work assessments

  • Maintain accurate and up-to-date filing systems for client records, session notes, and statistical data

  • Record, print, and file session notes regularly

  • Initiate and maintain comprehensive lists of client demographics and other essential statistical information

 

2. Volunteer/Health and Cultural Ambassador (HCA) Coordination

  • Screen, recruit, and interview new volunteers and HCAs

  • Train volunteers on VICCIR’s code of ethics and new systems

  • Organize and coordinate monthly training sessions to support volunteer development, including opportunities for discussion and feedback

  • Coordinate monthly HCA meetings to provide updates on responsibilities and address concerns

  • Supervise HCAs to ensure proper guidance on case work, group work, and field visits

  • Establish and maintain filing systems for volunteer documentation and evaluations

  • Evaluate volunteer performance and provide constructive feedback

 

3. Project Coordination

  • Create, plan, and document special projects as needed

  • Recruit and train specialized, long-term volunteers for specific projects

  • Develop and implement new systems and documentation for project management

  • Consolidate data and reports from field visits and other projects

 

4. Training, Supervision, and Advocacy

  • Develop training materials and conduct training sessions for HCAs, volunteers, staff, and community partners

  • Supervise and train social work practicum students

  • Present workshops, summits, and training programs in collaboration with external organizations

  • Lead advocacy and outreach efforts to support the organization’s mission

 

5. Policy Documentation and Reporting

  • Collaborate with staff to create and update internal policies

  • Develop and maintain standard operating procedures (SOPs) for the organization

  • Ensure compliance with organizational policies and procedures

 

6. Office Procedures

  • Operates standard office equipment

  • Ability to be efficient yet flexible in support of a busy clinical environment

  • Represent the organization at community events to promote services and recruit volunteers

  • Build relationships with representatives from other organizations

 

9. Outreach Projects and Partnerships

  • Serve as the initial contact for outreach to other organizations

  • Explore and establish partnership opportunities to enhance the organization’s impact

 

10. Social Action Projects – Fundraising

  • Collaborate with the Executive Director and internal teams to organize fundraising events

  • Recruit and coordinate volunteers for fundraising activities

 

11. Support of Clinical and Administrative Divisions

  • Recruit volunteers for clinical and administrative support roles, such as greeters and childcare providers

  • Ensure volunteer placements align with organizational needs and goals

 

12. Volunteer Recruitment

  • Screen volunteer and HCA applications

  • Conduct interviews and select volunteers based on organizational needs

  • Maintain an updated database of volunteers and their roles

 

13. Social Work Practicum Students’ Supervision

  • Liaise with academic institutions regarding social work practicums

  • Supervise and mentor social work students in areas such as case work, project management, and volunteer coordination

  • Education: Bachelor’s degree in Social Work, Human Services, or a related field (Master’s degree preferred)

  • Language Skills: Proficiency in another language

  • ·Client Relations: Ability to empathize and relate to clients of the Center and Commitment to privacy and confidentiality policies

  • Background Check: Successful completion of a Criminal Records Check

  • Experience: 3+ years in social work, volunteer coordination, or a related field and experience supervising volunteers and/or students is an asset

 

Skills:

  • Strong organizational and administrative skills

  • Proficient in Microsoft Office Suite (Word, Excel, Outlook), database management, document management systems, basic graphic design, virtual meeting platforms, and data analysis.

Bookkeeper
(Part-Time)

This position reports to: Director of Administration, in collaboration with VICCIR’s Board Treasurer


In the Bookkeeper position, you will play an essential role at the Vancouver Island Counselling Centre for Immigrants and Refugees (VICCIR), where you will be responsible for providing bookkeeping and accounting services for the organization.


In this role, you will manage the following areas:

  • Core Financial Recording and Reporting

  • Payroll and Employee Benefits Management

  • Client Account Management

  • Donation and Charitable Activities

  • Audit and Compliance

SPECIFIC RESPONSIBILITIES and ACCOUNTABILITIES

 

Core Financial Recording and Reporting

 

General Accounting

  • Recording financial information in QuickBooks the financial information

  • Perform monthly bank reconciliation and save it in electronic format

  • Create financial statements, including Monthly Balance Sheet, Profit & Loss reports, Deferred Revenue adjustments, and other financial reports for the Treasurer

  • Create and maintain Grant Financial tracking

  • Keep accurate and updated files (paper and electronic) for future reference and audits

  • Creates Annual Budget based on historical data and organizational goals

 

Banking and Transaction Management

  • Access and manages bank accounts, performing transfers, paying contractors, and processing reimbursements

  • Acts as signatory officer for TD Bank account management

  • Deposits cash or cheques received through fundraising events

  • Monitors bank transactions and reports anomalies to the Director of Administration

  • Print client's payment notification from bank and record transactions

 

Payroll and Employee Benefits Management

 

Payroll Processing

  • Calculate staff payroll (including work hours, vacations, sick days, holidays)

  • Input payroll in ADP, review accuracy and save changes

  • Print and save payroll documents for filing purposes

 

Government Compliance

  • Coordinate T4's and Record of Employment delivery

  • Access and manage CRA information (verify payroll remittances and notifications)

  • Administration of of WorkSafe BC accounts and remit quarterly premiums

  • Apply for GST rebate twice a year with CRA

 

Client Account Management

 

Payment Processing and Documentation

  • Corroborate Clients Records for sessions and payment dates

  • Record payments in Client Payments record with OR number

  • Generate and encrypt receipts in PDF format

  • Send receipts to clients and counsellors

  • Create Statement of Account for new clients

 

Client Database Management

  • Update database with client contact information

  • Update and encrypt Statements of Account

  • Send Statements to clients with pending balances

  • Monitor Finances email for client/counsellor requests

  • Respond to client balance inquiries

 

Donation and Charitable Activities

 

Donation Processing

  • Send "Thank You" notes for donations through Canada Helps and Benevity

  • Generate tax receipts for cash and cheque donors

  • Process and record fundraising event proceeds

 

Audit and Compliance

 

External Audit Coordination

  • Act as contact person for annual "Review Engagement Audit"

  • Collect, prepare, and send required financial information

  • Coordinate with Treasurer and Administrative Director

 

Reporting and Statistics

  • Prepare VICCIR's statistical information for Annual General Meeting

  • Prepare and participate in different reporting offices' needs

  • Coordinate with Administrative Director

REQUIREMENTS AND QUALIFICATIONS

  • Experience as a bookkeeper or accountant

  • Proficiency with QuickBooks Online

  • Accounts receivable and payable knowledge preferred

  • Strong organization skills and attention to detail

  • Excellent written and verbal communication skills

  • Confirmation of the successful completion of Criminal Records Check through the RCMP office

  • Ability to manage deadlines and work independently

  • Possess empathy and compassion for others, positively, friendly and cooperative nature
